Fix SI Empty Screen by starting SI Communicator

SI Comm is failing to populate SI App with Vehicle Records.

The problem is that SI Communicator is not running. SI Comm requires MS SQL Server to be running.

The SI program is designed to run without any help but on some computers, when starting Microsoft SQL Server (which we use), it requires more time than what SI expects and it fails to start. SI can not run without the database and SI Comm running. You can fix this easily by following the instructions below.
